Visa processing and change of status are not the same.

Outside the U.S.

F-1 Visa / Consular Route

After admission and issuance of a Form I-20, a student generally follows the student visa process through the appropriate U.S. embassy or consulate.

Change to F-1 Status

An eligible person in another nonimmigrant status may request a change to F-1 through USCIS. Approval changes status inside the U.S.; it does not place a visa stamp in the passport.
