Change of Status (COS) refers to requesting permission from USCIS to transition from your current nonimmigrant status (such as B1/B2 visitor) to F-1 student status while remaining inside the United States.
In most cases, this requires filing Form I-539 with USCIS along with supporting documents.

The general process includes the following steps:
You must first secure admission and receive a Form I-20 from a SEVIS certified institution.
You are required to pay the SEVIS I-901 fee before filing your application.
Submit Form I-539 to USCIS either online or by mail.
